Charlotte Muheki

Dr. Charlotte Muheki serves as the Board Chairperson of Pegasus Technologies Limited, where she provides strategic leadership, strengthens governance structures, and fosters collaboration between executive and non-executive directors to ensure the company’s continued growth and sustainability.

She is also the Primary Health Care Director at AMREF Health Africa, where she provides technical leadership to strengthen health systems across multiple African countries.

Charlotte holds a PhD in Health Economics and a Master’s in Health Economics from the University of Cape Town, as well as a Bachelor of Science with Education from Makerere University.

With nearly 30 years of experience in health economics research, strategic management, and project evaluation, she has developed expertise in health financing strategies, cost-effectiveness studies, benefit incidence analyses, and public expenditure reviews. Her work has emphasized universal health coverage and disease-specific research in HIV/AIDS, malaria, immunization and maternal health. Over the course of her career, she has supported global health initiatives with organizations including the World Health Organisation (WHO), World Bank, UNDP, UNAIDS, UNICEF, the Global Fund and GAVI.

Victoria Nawanku

Victoria Nawanku is a shareholder of Pegasus Technologies Limited and serves as the Chairperson of the Finance and Administration Committee, where she provides strategic guidance on financial planning, resource management and operational efficiency. She is also a member of the Audit, Governance and Risk Committee, contributing to strong governance and effective organizational oversight.

She holds a Bachelor of Business Administration from Uganda Christian University and a Diploma in Business Administration and Management from UMCAT Uganda.

With a strong background in corporate governance, financial management and organizational oversight, Victoria has previously served as Director, Finance and Chief Financial Officer. In these roles, she led financial planning, budgeting, reporting, tax compliance and operational management. She is recognized for her ethical leadership, integrity and accountability, consistently strengthening organizational controls, enhancing financial performance and contributing to strategic decision-making.

Patrick Kizito

He currently serves as Principal Metrologist in the Electromagnetic Laboratory Division at the Uganda National Bureau of Standards (UNBS), where he plays a key role in advancing national standards and promoting excellence in quality management.

Patrick holds a Master of Science in Data Communication and Software Engineering from Makerere University and has represented Uganda at numerous international seminars and conferences, gaining exposure to global best practices in metrology, quality assurance, and corporate governance.

He is a seasoned professional metrologist with over 13 years of experience at the forefront of quality assurance in Uganda. His strong technical expertise and ability to manage complex workloads reflect his dedication to continuous improvement and maintaining high standards of professionalism.

Richard Muhangi

Richard Muhangi is the Chairperson of the Technology and Innovation Committee and a member of the Audit, Governance and Risk Committee at Pegasus Technologies Limited, contributing his expertise in surveying, GIS, and ICT to guide the company’s strategic initiatives.

He currently leads the GIS Unit at the Rural Electrification Agency (REA) under the Ministry of Energy and Mineral Development, overseeing geospatial planning, database management, and the design of cost-effective rural electrification routes across Uganda.

Richard is a Fellow of the Institution of Surveyors of Uganda (ISU), a registered surveyor, and a Cisco Certified Network Associate (CCNA). He has completed specialized international training in geospatial data management, GIS, powerline survey methods, database systems, and advanced IT and networking systems.

With over 25 years of professional experience, Richard has extensive expertise in cadastral and engineering surveying, GIS, infrastructure development, and ICT systems. He is highly skilled in using modern surveying instruments, including GNSS/GPS, Total Stations, and digital leveling equipment, and his leadership in geospatial planning and ICT makes him a key contributor to Uganda’s infrastructure and rural energy development.

Kateeba John Patrick

Patrick Kateeba is the chairperson of the Audit, Governance and Risk Committee and a member of the Finance and Administration Committee at Pegasus Technologies Limited, providing strategic oversight and guidance on governance, risk management, and financial accountability.

He currently holds the position of Manager Finance at Posta Uganda, where he oversees financial operations, planning, and reporting.

Patrick holds a Master of Business Administration (MBA) from Uganda Christian University and a Bachelor of Science in Accounting and Finance from Kyambogo University. He is a Certified Public Accountant (CPA) from the Institute of Certified Public Accountants of Uganda, a Certified IFRS Specialist (CIFRSS), and is pursuing the Chartered Financial Analyst (CFA) designation from the CFA Institute.

With extensive experience in accounting, finance, taxation, and audit, Patrick has contributed to profitable business growth through effective implementation of organizational policies and financial strategies. He has held key roles including Manager Finance at Posta Uganda and the National Identification and Registration Authority (NIRA), Acting Finance & Administration Manager at Uganda Broadcasting Corporation (UBC), and Accountant at the Uganda Retirement Benefits Regulatory Authority (URBRA). His audit experience includes positions as Audit Manager at Markhouse Partners and as Audit Supervisor and Senior Auditor at BMR Associates. He possesses strong expertise in IFRS, ISAs, IPSAs, financial planning, budgeting, and organizational coordination.

Ronald Azairwe

Dr. Ronald Azairwe is the Managing Director of Pegasus Technologies Limited, where he leads the company’s strategic direction, operational excellence and technology-driven growth. He oversees the implementation of strategic plans, acquisition of new technologies and development of partnerships that position Pegasus as a leading player in the digital financial services sector. He is also an executive member of the Board of Directors, contributing to the company’s governance and strategic oversight.

He holds a Doctor of Philosophy (PhD) in Computer Science from Universiti Kebangsaan Malaysia, a Master of Science (MSc) in Computer Science from St. Clement University, and a BSc (Hons) Upper Class Degree from Makerere University. He is a Microsoft Certified Systems Engineer (MCSE) and has additional certifications in ethical hacking, IT risk assessment, and project management.

With over 20 years of leadership experience across ICT, financial services, utilities, and academia, Dr. Azairwe has held senior roles at the Uganda Retirement Benefits Regulatory Authority as Manager of ICT and at the National Water & Sewerage Corporation (NWSC) as Manager of IT Infrastructure & Security. He has also served as an Assistant Lecturer in Computer Science at Makerere University and as Business Intelligence Manager at Standard Chartered Bank Uganda. His career reflects a strong commitment to innovation, digital transformation, and the development of technology systems that enhance organizational efficiency and national development.
